Permission for JC Consultants to carry Asbestos Refurbishment and Asbestos Testing at Your Property
We have been asked by a third party to carry out an Asbestos Refurbishment Survey at your property.
As you are the property owner, we require your permission before we can carry out the intrusive investigation and asbestos sampling required for the survey.

What is an Asbestos Refurbishment Survey?
An Asbestos Refurbishment Survey is carried out before refurbishment or renovation work begins.
The purpose of the survey is to identify asbestos-containing materials within the agreed survey area that may be disturbed by the proposed works.
Suspected materials within the survey scope that may be disturbed by the proposed works will be sampled and tested for asbestos where reasonably practicable. Where a material cannot reasonably be sampled or an area cannot be investigated, it may need to be treated and recorded as presumed to contain asbestos.
An Asbestos Refurbishment Survey is an intrusive survey.
To investigate materials that may be concealed behind or beneath other building materials, JC Consultants may need to disturb parts of the building within the agreed survey area.
This may include:
• lifting or removing sections of floor coverings
• lifting or removing tiles or other finishes
• removing or opening panels
• accessing behind wall or ceiling linings
• investigating beneath or behind building materials
• making small openings where necessary to investigate concealed materials
• using hand tools such as screwdrivers, chisels and similar tools
The extent of the intrusive investigation will depend on the areas affected by the proposed refurbishment work and the construction of the building.
JC Consultants does not carry out hard demolition as part of an Asbestos Refurbishment Survey.
Asbestos Sampling
Samples will be taken from materials suspected of containing asbestos where testing is required within the agreed survey scope.
Samples are generally small and are approximately the size of a postage stamp. However, the size of a sample may vary depending on the type and construction of the material.
In some circumstances, the area that needs to be disturbed or opened to access a material may be larger than the sample itself. This will depend on the construction of the building, the materials present and the areas that will be affected by the proposed refurbishment work.
Asbestos samples will be sent to an accredited laboratory for analysis.
Possible Disturbance to the Property
Because this is an intrusive survey, some localised disturbance or damage to building materials, linings, coverings or finishes may occur as part of the investigation and sampling process.
JC Consultants will limit intrusive investigation to what is reasonably required to carry out the survey within the agreed scope.
If areas cannot be investigated during the survey and are later opened up during the refurbishment works, further asbestos investigation or testing may be required before those materials are disturbed.
Property Owner Permission
By completing and submitting the form below, I confirm that:
• I am the owner of the property, or I have authority from the property owner to provide this permission.
• I give JC Consultants permission to carry out an Asbestos Refurbishment Survey at the property identified below.
• I give JC Consultants permission to carry out the intrusive investigation and asbestos sampling reasonably required within the agreed survey scope.
• I understand that the survey may involve lifting, opening, removing or disturbing building materials and finishes to investigate for asbestos-containing materials.
• I understand that samples are generally small, but the size of the sample and the area that needs to be disturbed to obtain access may vary depending on the material, construction and proposed work area.
• I understand that some localised disturbance or damage may occur as a necessary part of carrying out the Asbestos Refurbishment Survey.
• I understand that further asbestos investigation or testing may be required if previously inaccessible or concealed materials are exposed during the refurbishment works.
I give JC Consultants permission to carry out the Asbestos Refurbishment Survey and associated asbestos sampling at the property identified below.
